APPLICANT REQUESTS THAT:

His Air Force records be corrected to reflect his entitlement to 
the Korean Service Medal (KSM) and the United Nations Service 
Medal.

APPLICANT CONTENDS THAT:

He recently discovered the qualifications for these medals.  He 
believes his entitlement to the medals was overlooked in error.

Exhibit A.

STATEMENT OF FACTS:

1.  The applicant is a former member of the Regular Air Force 
who served from 21 January 1952 through 2 November 1955.  He was 
credited with 1 year, 1 month and 26 days of Foreign Service.  

2.  0n 21 November 2005, the applicant submitted a request to 
the Air Force Board for Correction of Military Records (AFBCMR) 
for his records to be corrected to reflect the following awards 
and decorations:

		a. American Defense Service Medal.  

		b. U.S. Air Force Service Ribbon.  

		c. Cold War Victory Medal.  

		d. 50th Anniversary Korean Medal.  

		e. Armed Forces Expeditionary Medal.  

		f. Air Force Overseas Ribbon.  

		g. United Nations Service Medal.  

		h. Honorable Service Ribbon.  

4.  On 24 January 2006, AFPC/DPPPR notified the applicant, by 
letter, that they had determined the corrective action he 
requested could be partially resolved through administrative 
procedures and did not require a referral to the AFBCMR.  They 
verified his entitlement to the Good Conduct Medal (GCM) for his 
honorable service from 21 January 1952 through 2 November 1955.  
Additionally, he was sent a Cold War Certificate (CWC) 
application to complete and submit to the US Army for 
consideration for a commemorative medal.  However, they 
determined he could not be awarded the American Defense Service 
Medal instituted in 1941, the Korean War Service Medal 
authorized for 30 consecutive days of service in Korea from 
1950-1953, the Armed Forces Expeditionary Medal authorized in 
1958 for participation in military operations, the Air Force 
Overseas Ribbon authorized in 1980, and the United Nations 
Service Medal for service in Korea between 1950 and 1954.  Due 
to the inclusive time periods and no official documentation to 
verify he served in the Republic of Korea, they were unable to 
verify his entitlement to the listed awards.

5.  On 14 March 2006, AFPC/DPPRSP notified the applicant, by 
letter that a DD Form 215, Correction of DD Form 214, 
Certificate of Release or Discharge from Active Duty, was 
completed to correct item 27 of his DD Form 214 to add the Good 
Conduct Medal.  

6.  The applicant’s case was closed on 16 March 2006.

AIR FORCE EVALUATION:

AFPC/DPSID recommends denial.  DPSID states after a thorough 
review of the applicant’s official military personnel record, 
they were unable to locate documentation verifying the applicant 
served in Korea, nor did the applicant provide any documentation 
to support time served in Korea. 

The Korean service Medal is awarded for service in Korea between 
27 June 1950 and 27 July 1954.

The United Nations Service Medal is awarded to officers and 
enlisted members of the Armed Forces of the United States who 
participated in the action in Korea between 27 June 1950 and 
27 July 1954.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the 
applicant on 10 September 2012, for review and comment within 30 
days (Exhibit D).  To date, this office has not received a 
response

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been presented to 
demonstrate the existence of error or injustice.  We took notice 
of the applicant's complete submission in judging the merits of 
the case; however, we agree with the opinion and recommendation 
of the Air Force office of primary responsibility that there is 
insufficient evidence in the applicant’s record verifying 
service in Korea.  Therefore, in the absence of such evidence, 
we find no basis to recommend granting the relief sought in this 
application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not 
demonstrate the existence of material error or injustice; that 
the application was denied without a personal appearance; and 
that the application will only be reconsidered upon the 
submission of newly discovered relevant evidence not considered 
with this application.
